The Team Lead – Public Works is responsible for overseeing and managing municipal and public infrastructure projects, including water, wastewater, drainage, paving, and related improvements. This role provides leadership to project managers, engineers, and designers while ensuring high-quality technical delivery, client satisfaction, and efficient team operations. The Team Lead will support the growth and development of the Public Works division and help strengthen long-term relationships with cities, counties, and other public agencies.
Job Duties
- Provide leadership, technical guidance, and oversight to engineers, project managers, and designers within the Public Works team
- Manage and support public infrastructure projects from concept through construction, ensuring compliance with agency standards, project schedules, and budgets
- Establish project scopes of work, prepare and manage fees, and monitor budgets throughout the life of each project
- Serve as primary point of contact for clients, coordinating expectations, project status, and long-term planning needs
- Interpret and apply municipal, county, state, and federal design criteria, specifications, and regulatory requirements
- Review and approve design plans, profiles, reports, cost estimates, and construction documents prior to submission
- Support permitting efforts, address agency review comments, and assist with securing approvals from cities, counties, and reviewing authorities
- Coordinate with internal teams—including CAD, platting, H&H, and construction management—to ensure smooth project execution
- Mentor, coach, and support staff on technical design, project management, communication, and quality standards
- Assist with resource planning, project assignments, and workload balancing to ensure deadlines are met
- Participate in QA/QC processes and help maintain consistent design standards across the team
- Assist in business development efforts through proposal development, scope preparation, fee estimating, and client relationship building
- Contribute to operational improvements, workflow efficiencies, and implementation of best practices within the Public Works discipline
Requirements
- 10+ years of experience in civil engineering with a strong focus on municipal/public works projects
- Professional Engineer (PE) in Texas required or ability to obtain within 6 months
- Extensive experience with water/wastewater design, storm drainage, roadway projects, and public infrastructure requirements
- Strong leadership skills with the ability to mentor and guide a multidisciplinary team
- Excellent communication skills, both written and verbal, with the ability to interact professionally with clients, agency reviewers, and internal staff
- Demonstrated ability to manage multiple projects, deadlines, scopes, fees, and budgets simultaneously
- Proficient in AutoCAD Civil 3D; familiarity with hydrology and hydraulic modeling tools (HEC-RAS, StormCAD, etc.) preferred
- Self-motivated, solution-oriented, and able to adapt to shifting project needs and priorities
