Since 2005, Mrs. Bihlet has gained significant experience in the civil engineering industry, particularly in the design and construction management of commercial sites, residential land development, and public works projects. She has been instrumental in the engineering design of water distribution systems, waterline replacement projects, wastewater collection facilities, roadways, storm drainage, and detention systems.
In addition to her technical expertise, Juliana has played a key role in the development of master planned communities, where she has successfully navigated the complexities of large-scale infrastructure projects. She has managed pipeline approvals, coordinated with developers and municipal utility districts (MUDs), and worked on major thoroughfare addendums, ensuring that projects comply with local agency standards and regulatory requirements.
Her extensive knowledge of TCEQ and local regulations has been essential in designing and implementing Storm Water Quality Management Programs for utility districts within Harris and Fort Bend counties. As a District Engineer for MUDs, Juliana attends Board of Directors meetings, coordinates with other MUD consultants, prepares municipal bond application reports, and collaborates on infrastructure needs, demonstrating her deep understanding of both public and private sector projects.
