Rosalyne Davis-Taylor serves as the GIS Manager at Blackline Engineering, where she brings invaluable expertise in Geographic Information Systems (GIS). In her role, Rosalyne prepares detailed GIS exhibits for land development, public works, and Hydraulics and Hydrology (H&H) projects. She also maintains the GIS database for Blackline’s Municipal Utility Districts (MUDs), providing essential support to assist the Districts in their operations.
Before joining Blackline, Rosalyne worked at Harris County Appraisal District, where she developed a strong foundation in GIS applications for public infrastructure. Her background and expertise make her a key asset to Blackline, ensuring precise data representation and enhancing project efficiency.
