Mr. Novosad’s civil engineering experience includes engineering design, production supervision, and construction overview for a variety of Municipal Utility District (MUD) projects. He has performed conceptual, preliminary, and final design of water supply and distribution systems, wastewater collection systems, and lift station facilities, roadways, storm drainage, and detention systems. He is well-versed in TCEQ rules and regulations and has prepared creation reports, bond application reports, and maintained several storm water quality permits for MUDs.
His expertise also includes water plant expansion and the rehabilitation of existing infrastructure. His work in rehabilitation involves assessing the condition of aging infrastructure, developing comprehensive plans for upgrades, and implementing innovative solutions to ensure compliance with regulatory standards while extending the lifespan of critical systems. He has managed the rehabilitation of water supply and wastewater facilities, focusing on improving efficiency and sustainability, and has overseen projects that required careful coordination with contractors and public agencies to minimize disruptions during construction.
