The Municipal Utility Districts Team Lead will oversee engineering services for Municipal Utility Districts and related special districts while serving as a client manager, technical leader, and mentor for engineering staff. This role will be responsible for coordinating district operations support, capital improvement planning, bond projects, and regulatory compliance.
Key Responsibilities
- Lead and manage engineering services for Municipal Utility Districts and related entities
- Serve as primary point of contact for district clients, operators, attorneys, and consultants
- Attend and support Board of Directors meetings as District Engineer or representative
- Manage capital improvement projects including water, wastewater, drainage, and roadway infrastructure improvements
- Prepare and oversee bond application reports, feasibility studies, utility analyses, and technical memorandums
- Coordinate with TCEQ, county agencies, municipalities, and utility providers to obtain project approvals
- Supervise and mentor engineers, EITs, CAD designers, and technical staff
- Develop project scopes, schedules, budgets, and staffing plans
- Support business development and maintain strong district and consultant relationships
- Ensure quality assurance and compliance with agency standards and company procedures
Qualifications
- Bachelor of Science in Civil Engineering
- Licensed Professional Engineer in Texas
- Preferably 10+ years of experience in municipal utility district engineering and infrastructure design
- Experience attending and supporting MUD Board meetings preferred
- Strong understanding of TCEQ regulations, utility district operations, and public infrastructure
- Strong communication, leadership, and client management skills
- Excellent organizational skills and attention to detail

- H&H modeling software (HEC-RAS, XPSWMM, StormCAD) – Preferred
- Bluebeam / Project management tools – A plus
