TEAM LEAD – PUBLIC WORKS

The Public Works Team Lead will serve as both a strategic client manager and internal team leader, responsible for overseeing the successful delivery of public infrastructure projects from planning through construction. This individual will lead and mentor a team of engineers and technical staff while ensuring high-quality work, efficient project execution, and strong client relationships. The Team Lead will also play a key role in business development and operational leadership within the firm.

Key Responsibilities

  • Lead, manage, and coordinate public works engineering projects including roadway, drainage, water distribution, wastewater conveyance, and municipal facilities projects
  • Serve as primary point of contact for clients, agencies, and stakeholders
  • Supervise and mentor project managers, engineers, EITs, CAD designers, and technical staff
  • Develop and oversee project scopes, schedules, budgets, and staffing plans
  • Guide technical design direction and ensure compliance with local agency standards and company QA/QC procedures
  • Review and approve engineering plans, calculations, specifications, and reports; sign and seal as appropriate
  • Coordinate with agencies, utility providers, contractors, and subconsultants throughout project development
  • Support business development initiatives including proposal preparation, interviews, and client relationship management
  • Foster a collaborative and high-performing team culture focused on quality, accountability, and growth

Qualifications

  • Bachelor of Science in Civil Engineering
  • Licensed Professional Engineer in Texas
  • Preferably 12+ years of experience in public works engineering and project management
  • Minimum 7+ years of leadership or supervisory experience
  • Strong understanding of local agency standards and permitting requirements within the Houston metropolitan area
  • Excellent communication, organizational, and client management skills

Software

  • AutoCAD Civil 3D – Required
  • ArcGIS – Preferred
  •  H&H modeling software (HEC-RAS, XPSWMM, StormCAD) – Preferred
  •  Bluebeam / Project management tools – A plus
